A crucial change involves raising the stake limits for online slot machines. This measure aims to strengthen the legal market and draw players away from the black market.

This innovation is part of an ongoing adaptation process through which the GGL responds to developments in the gambling sector. The overarching goal is to ensure player protection while creating a competitive offering for licensed providers.

The stake limit for online slot machines, often referred to as slots, has been raised to 5 Euros per spin. Previously, this limit was set at 1 Euro per spin, a regulation that had been in effect since the Gambling State Treaty 2021 (GlüStV 2021) came into force. This increase is the result of an internal review and is related to the ongoing regulation of the German online gambling market. The GGL announced that further updates in this area would follow.

Steven Bell, Chief Economist, EMEA at Columbia Threadneedle, remarked in a different context about the German economy: “Lenin famously said that there are decades when nothing happens then weeks when decades happen.” This statement reflects a sentiment that could also be seen in the rapid development of gambling regulation in Germany. For years there was stagnation, now rapid adjustments are following.

Regulating online gambling in Germany is a complex undertaking. The Gambling State Treaty 2021 was intended to bring the largely unregulated market into ordered channels. A central problem was and still is the so-called black market. Many players migrated to unlicensed providers, who often offered higher stake limits, faster gameplay, and no monthly deposit limits. This endangered both player protection and the channeling of players into the legal market.

Another aspect of regulation concerns the general economic conditions in Germany and Europe. Malte Zierenberg of Humboldt-Universität zu Berlin, in his study "Berlin's Black Market: 1939–1950," documented the historical development of black markets. He shows that illegal markets are not just a phenomenon of the past but adapt to changing circumstances. This underscores the need for the GGL to act proactively to increase the attractiveness of the legal market.

The GGL is trying to make the legal market more competitive by adjusting rules such as the stake limit. The aim is to win back players who were previously active on the black market and bring them under the protection of the GlüStV 2021. This also includes strict player protection requirements, such as the deposit limit and the connection to the LUGAS system.

Why it matters for German players

For German players, the increase in the stake limit to 5 Euros per spin on online slot machines means a noticeable change. Players can now play with a bit more flexibility but must continue to pay attention to their deposits.

What it means for GGL-licensed casinos

For online casinos with a GGL license, the increase in the stake limit opens new doors. The rigid 1-Euro rule made it difficult for them to compete with illegal providers. Many players sought their luck there because they could place higher stakes. With 5 Euros per spin, GGL-licensed casinos can now create a more attractive environment.
