Missouri Leaves Millions for Gambling Addiction Treatment Untouched

The legalization of online sports betting in Missouri was intended to be accompanied by a robust expansion of player protection services. However, months after the launch, a sobering reality has emerged. While betting operators aim for record revenues, the state’s funds for combating addiction remain largely untouched. Missouri pledged to allocate at least $5 million per year, or 10 percent of annual tax revenue, whichever is greater, to a dedicated fund for compulsive gambling prevention. Yet, current spending tells a different story.

The Missouri Gaming Commission revealed that only a small portion of the available funds has actually been utilized. Instead of directly supporting those affected or launching large-scale warning campaigns, the money has primarily flowed into administration and preparation. This delay has drawn sharp criticism from addiction counselors and advocacy groups who fear an increase in problem gambling cases, especially as the first full NFL season approaches. The infrastructure for mobile betting is already active, but the social safety net exists mostly on paper.

A look at the expenditures by the Missouri Department of Mental Health highlights the issue. So far, only $315,476 has been spent on a public awareness campaign. An additional $220,794 was used to establish training for certified gambling disorder counselors. In total, the Compulsive Gaming Prevention Fund has only released $660,199 for efforts to curb addiction. This stands in stark contrast to the budgeted $2 million intended specifically to cover substance treatment and rehabilitation for Missourians with sports betting addictions.

Another challenge is the pre-existing fund fueled by casino taxes.
