NBA's Silver backs proposal for US sports betting tsar amid integrity concerns

NBA Commissioner Adam Silver advocates for an independent US sports betting commissioner to combat integrity issues. This follows several betting scandals involving over 30 indicted individuals.
The integrity of sports is currently under severe pressure in the US. NBA Commissioner Adam Silver is therefore calling for proactive measures to curb the wave of betting scandals. Silver suggests that sports leagues form a coalition and an independent sports betting commissioner be appointed to uphold integrity.
This demand comes at a time when several current and former NBA players are at the center of a high-profile gambling case in Brooklyn. Silver, who advocated for the legalization of sports wagering even before the 2018 PASPA decision, now supports certain aspects of a proposal by former federal prosecutor Carolyn Pokorny.

Pokorny, a former federal prosecutor from New York, has devised a model for a federal sports betting commissioner. This commissioner would be granted broad subpoena powers in comprehensive, multi-state investigations. Silver sees this as a way to facilitate investigations where leagues are somewhat limited in scope. More than 30 defendants are involved in the ongoing investigations. Damon Jones, for example, a former player, pleaded guilty to one count of wire fraud conspiracy in April. His sentencing is scheduled for early 2027.
Prosecutors recently informed Judge Ramon Reyes that they are close to reaching plea agreements with eleven other defendants, including Shane Hennen, presumed ringleader in numerous gambling schemes. The scandal has wide implications: over 17 Division I college basketball players from more than two dozen schools have been indicted in a match-fixing scandal. Additionally, Guardians baseball players Emmanuel Clase and Luis Ortiz are also implicated in a pitch-rigging scandal. In the NFL, ten players were suspended in 2023 for sports betting-related violations, and Shane Pinto of the Ottawa Senators had to sit out 41 games.
Silver notes that prop wagers on individual player performances, particularly the “under” option, are “particularly problematic.” He laments the NBA's lack of control over its intellectual property: “We don't get to make decisions as to whether prop bets can be placed.”

The debate over sports betting integrity has gained momentum in the US, not least due to warnings from Senator Ted Cruz and New York Representative Paul Tonko. Tonko compares the problem gambling crisis among teenagers to the tobacco epidemic of the 1990s. Silver emphasizes the need for stronger regulation. He would prefer a nationwide framework for sports betting, rather than a “patchwork approach” from 40 distinct jurisdictions. The NBA engaged in negotiations with the CFTC in April on a potential Memorandum of Understanding (MOU), while Major League Baseball has already signed one with the CFTC. This allows MLB to designate Polymarket as the league's official prediction market.
Silver also sees player protection as a responsibility. He expresses concerns about players quickly getting into financial trouble. A coalition of leagues could address important issues such as data monitoring, sanctions against repeat offenders, and compulsive gambling, in addition to best practices for insider trading and manipulation issues.

These proactive steps are intended to ensure that such extensive integrity problems, as experienced by US leagues, do not arise in Germany in the first place. It shows that the German approach with a central supervisory authority like the GGL, which has clear competencies, is more effective than a fragmented approach of many individual states.
